sending file events did not work with longer file names

Distributing file and directory change events did fail if
the file or directory names were too long. (See descriptions
of u0313 and u0314 for information on file/directory change
events.)
Also fixed:
- The layout command line parameters MissingIccProfileIsError
and LogMissingIccProfile were not working correctly.
- Added support for color space conversions from bilevel to
grayscale to layout program.
NOTE: Before installing this update, the update installer itself
must be updated with one of the updates u0300-u0306.
