Mac Finder QuickLook locked files, Finder copy compatibility

This update implements a workaround for a special file
situation where the Finder QuickLook (preview or icon view)
keeps files busy. This results in open files which are held
busy and therefore cannot be overwritten or deleted.

More details are described in the HELIOS Tech Info #209.

The new preference "Programs/afpsrv/macOSDuplicateOpenFix"
with the type bool can be set to true or false. The default is
true, which means that the afpsrv will implement a workaround
for a possible QuickLook file busy issue.

The difference between u1323 and u1324 is that it fixes an
Finder copy error -36 incompatibility problem introduced in u1323
