daily tasks did not work on Windows 2012

Info

Registering daily tasks with "crontool" did not work on Windows
2012. As a consequence, the accounting files in "HELIOSDIR\var\adm"
were not rotated every night.
This has been fixed, and "crontool" is now compatible with the
Windows "schtasks" command. In addition,
- hourly tasks (in HELIOSDIR\etc\hourly) are supported,
- commands with arguments are supported.

PLEASE NOTE:
- The usage of "crontool" has changed:
List tasks: crontool -l
Install task: crontool -i name [-H] command [ args ... ]
Uninstall task: crontool -u name
The -H option specifies an hourly job.

- HELIOS Tech Info #161 described how to create a daily task
as a workaround for the "crontool" problem on Windows 2012.
This task must be deleted when the update is installed:
> schtasks /DELETE /TN HELIOS-DAILY
